BACKGROUND OF STUDY
Housing is one of man's most essential requirements. Since the Paleolithic Age, humanity has been fascinated with the supply of high-quality housing. According to Afolayan (1981), a decent lodging should provide physical shelter, usable living space, and self-fulfillment. As a result, providing appropriate shelter, space, and amenities for the general well-being of the occupant involves providing adequate shelter, space, and facilities. Furthermore, housing circumstances have been found as having a significant impact on the health, work efficiency, social behavior, contentment, and overall well-being of any community (Onibokun, 2015). This condition applies not just to urban and rural dwelling locations, but also to institutional housing.
According to Schmerts (2018), tertiary institutions should be built to house students in hostels inside the school environment in order for academic activities to be productive and optimal. These hostels must be comfortable and might take the shape of rooms, halls, or apartments. Toilets, laundry, lounges, and other amenities are also available for students' use. The supply of these amenities is typically dictated by predetermined criteria as well as the number of students who are anticipated to live in the hostels (Ernst and Neufert, 2019).
The lack of attention paid by the Nigerian government and institutional authorities to housing has resulted in poor inadequacy in hostel facilities, resulting in overcrowding, over-utilization, facility deterioration, and increased fire hazards. It has increased the number of off-campus students who are unable to obtain accommodation in the existing hostels. The harmful impact of this circumstance on pupils' academic achievement, health, and social conduct cannot be overstated (Onwuka, 2018).
The present trend of frequent fire outbreaks in hostels is a huge source of concern for everyone. There have been several incidents of fires at dormitories, in which students have lost their lives and property. On June 15, 2011, the Daily Champion Newspaper reported a fire that damaged one of the student hostels of the Government Girls Secondary School in Rogogo, Katsina state. According to it, an electrical malfunction ignited the flames. On April 4, 2011, the Vanguard Newspaper reported that another fire broke out in a students' dorm at Federal Polytechnic, Bauchi, killing three people. Another tragedy occurred in a dormitory in Jos, Plateau State, Nigeria, and murdered twenty-three students as a consequence of burglary proofs obstructing escape. (Olaitan and Dairo, 2009) On August 26, 2010, the Daily Independent reported a fire that destroyed roughly eight rooms in the G-block of a male hostel at Usman Danfodio University, Sokoto. On March 12, 2004, Christianity Today Magazine reported on a hostel fire in Nigeria that claimed the lives of 26 people because there was only one access and escape to the facility.
Importantly building fires safety provide significant obstacles to fire crews. The potential combinations of a large number of occupants, various ignition sources, high fuel loads, and sleeping people generate several challenges that can be difficult to manage. These challenges must be balanced against the project's construction standards, fire safety design, and budgetary limits. (Shao-Hoong, 2001)
Building designers and users have mostly ignored fire safety procedures. This might be due to apathy and ignorance on the side of the building owner, designer, and/or users. Building flexibility allows for more opportunities to achieve efficiency and effectiveness in fire safety. Thus It is more important to consider how to avoid the problem than how to deal with it. This dissertation seeks to investigate the problems and attitudes related with building fires in order to provide solutions.
